Ask an American CTO to name Mexico tech hubs and you will usually get one answer: Guadalajara. Ask a procurement team and you might get Monterrey. Almost nobody says Chihuahua — and that gap between reputation and data is exactly the kind of thing I like to measure. So I scored all three cities on the factors that actually move a nearshoring decision, put the rates in a table, and let the numbers argue. - Talent depth — size of the developer pool and university pipeline.
- Cost efficiency — what senior engineering talent costs relative to output.
- Retention environment — inverse of hiring competition. More multinationals bidding for the same engineers means lower score, higher turnover risk on your project.
- U.S. proximity — time zone alignment plus physical border logistics.

Guadalajara: the deepest pool, the fiercest bidding
Guadalajara earned the "Silicon Valley of Mexico" label honestly: the largest concentration of developers in the country, a massive university pipeline, and a mature startup ecosystem. That is the 9 on talent. The problem is the other side of the same coin — global tech companies run large engineering centers there and bid aggressively for the same people. That pushes senior compensation up and tenure down; recruiters in GDL will tell you strong engineers field offers monthly. Deep pool, heavy fishing.
Monterrey: industrial muscle, corporate prices
Monterrey is Mexico’s industrial and financial heavyweight, with excellent engineering universities and a business culture that meshes naturally with U.S. corporations. Two hours from the Texas border, same business rhythms, strong English. But its economy is dominated by large corporations that pay corporate salaries, so cost efficiency scores lowest of the three — you are competing with banks and manufacturing giants for engineers who already have stable, well-paid seats.
Chihuahua: the arbitrage the market hasn’t priced in
Chihuahua has a smaller pool — a 6 is a 6, and I won’t inflate it; if you need to hire 200 engineers in one city in one year, go to Guadalajara. But the state runs a serious engineering pipeline built on decades of manufacturing and aerospace presence, the border is a four-hour drive (your team can literally meet in El Paso for a working session), the clock is U.S. Central Time, and — the number that matters — far fewer multinationals are bidding for each engineer. That is simultaneously why costs run lower and why the developer you start with is still on your project in year two. Retention is the most underrated line in the whole scorecard: replacing a mid-project senior engineer costs 50 to 100 percent of annual salary and weeks of lost context, which quietly erases a big slice of any hourly-rate savings.

What the scorecard doesn’t capture
Two honest caveats before the verdict, because rankings of Mexico tech hubs are a shortlist tool, not a final answer. First, these are city-level averages, and you don’t hire a city — you hire fifteen specific engineers. A great team in the "wrong" hub beats a mediocre team in the right one every single time. Second, the factors are weighted equally here, and your project may not weigh them equally. A bank integrating with Monterrey-based operations should multiply the proximity row; a startup burning runway should double the cost row; and anyone staffing a multi-year product build should overweight retention, because losing a single key engineer at month fourteen can cost more than the entire annual rate difference between cities. Re-weight the table for your case — the raw scores are the start of the argument, not the end of it.
The verdict, by what you are optimizing
The numbers don’t lie, but they do depend on your objective. Optimizing for massive scale — hundreds of hires, multiple teams, fast? Guadalajara, and pay the retention tax knowingly. For corporate integration — a formal enterprise culture adjacent to Texas operations? Monterrey earns its premium. For cost, stability and time zone on teams of roughly two to twenty engineers — which, statistically, is most nearshoring projects — Chihuahua wins the scorecard, and it isn’t close: 32 against 26 and 25. The dominant strategy for most mid-size U.S. companies isn’t picking the famous hub; it’s picking the one where your budget stretches 20 percent further and your team still answers the phone at your 9 a.m. standup.
